Rusty James, an absent-minded street thug struggles to live up to his legendary older brother's reputation, and longs for the days when gang warfare was going on.
This gave off Roadracers and Streets of Fire vibes. It's one of those style over substance movies. Everything about is forced. The acting is poor. Some movies that try to portray the main character as 'cool' really don't pull it off. Where I'm from, we shorten names, but here, you here the protagonist called 'Rusty James' every five seconds for whatever reason. To increase the word count of the script? It's annoying.
